Yard Art Gone Bad

This strange item appeared sometime last night in the neighbor's yard. We're not sure if we should be frightened.

I think they are just trying to bug us because we got the Fire Marshall involved when they kept leaving fires burning at night unattended. Either that or they are going to plant some corn and needed a scarecrow. I'm not sure how well that would considering it looks like a crow. Why dig a small hole in the ground to hold it up when you can use a giant pink bucket?
