I was origanly going to email my answer to teh question however it is growing into a thesis so:
The solution to the illigals is really three fold; the first is if the economic incentive to hire illigals is removed then the companies will stop hiring them. The only way to remove the incentive is to allow the former INS to actually do their jobs. At one point last year when the former INS (currently called ICE) was conducting raids in the Los Angels area of California, many of the construction jobs were vacant. The people were not there. This would indicate that many people are hiring illigals, so if you threaten and actually carry out raids fining employers five hundred to two thousand dollars per illegal that is found working on their site.
The second step would be to recall the U.S. military presence from some bases, if not reduce them. This would of course be conducted only in nations where the general populace has displaying attitudes that are anti-American, AND are not strategically important to the U.S. Defense. The military personnel that have come to this nation from the foreign ports of call would be shipped to the borders, with orders shoot to kill. Once these orders are carried out we under no circumstances turn the soldiers over to the UN.
I admit that this is merely a temporary solution to a more permanent problem. So while the soldiers are there have them building a wall similar to that of Israel.
I am further willing to admit that the illigals that are here will not leave voluntarily, so allow them to become legal citizens, on the provision that they can prove that they have a stable work history and, have caused no problems. By this I am referring to problems such as murder rape and other violent crimes. Make the grace period no more than one hundred days, after that any illigals found are to be deported immediately. The illigals that are in the U.S. jails are to be given the hardest work loads, and upon the completion of their sentence they are to be deported back to their homeland.
