I believe in constructive criticism to help your site be the best it can be, and hopefully I won't just be handing out A's left and right like many other review sites I see around xanga. B's will probably be very common, but for different reasons- I hope I can help you out with indepth, detailed reviews.

Name + First impression, 5 pts. - Pretty self-explanatory, no?
Overall Look, 25 pts. - It's a lot of points because I'll be looking at a lot of things here, including your layout, organization, coordination, spelling and grammar, the over all look and presentation of your site, how well it flows together- you get the idea.
Updates and Content (Quantity), 10 pts - How often do you update, how much stuff do you have per update, etc. Basically this section focuses more on your consistency and the quantity of your updates. Not looking at a whole lot, thus the fewer points
Originality and Creativity (Quality), 20 pts - Whereas the previous section focused on quantity, this one focuses on the quality of your updates, as well as just the overall creative, unique vibe you portray on your site.
Popularity, 15 pts - Again, kind of self-explanatory.
Interactions, 15 pts - How much do you demand from your fans? How much do you actually interact with the people who comment and subscribe to you? This can include comment backs, polls, etc. Also, do you have sister sites and affiliates? Join Blogrings? etc.
Links and Navigation, 5 pts - Is your site easy to navigate, and do your links work? ESPECIALLY your sub link?
Bonus points - can go up to 5 extra points, for things like music, if your site works for both firefox and explorer, subscribing to my site, and if I really, really enjoy your site.
So that's the criteria I'm going to go by for now, although it is subject to change.
Total possible points - 95 pts, with a possible 5 extra bonus pts.

Grading Scale:
93% - 100% = A
90% - 92% = A-
87% - 89% = B+
83% - 86% = B
80% - 82% = B-
77% - 79% = C+
73% - 76% = C
70% - 72% = C-
55% - 69 % = D
anything below 55% = F
