I just trained my dog and my mom's dog in the last year and I swear by crate training.  Diego was trained within 3 weeks with NO messes in the house at all and Bruno took about 5 weeks but it was worth the time because they are now wonderful and I never have to clean up a mess which is WAY COOL BY ME.  Diego sounds like your puppy, he hates to go outside if it is cold, wet, too hot - you name it.  He is very picky.
