Still really, really, ambivalent about 4e
. It goes out of its way to make itself hard to like. Nonetheless, I keep trying, because I don't want to lock myself out of a good chunk of the market and because there are interesting ideas buried there.
So I was playing around with monster design. I wanted to try to get away from the standard "Bag-o-hit points" or "flinger of nukes" and come up with something interesting for an urban setting.

Melee (standard; at-will) * Weapon

Stand and Fight! (immediate reaction; when a minion with line of sight is killed; recharge 6)
The minion is not killed.
Stunning Proclamation (standard; encounter)
Close Burst 3; Attack +9 vs. Will; Target is stunned until attacked by an enemy (save ends). Target must understand Common.
Aura Of Leadership
Any allied Human Minion with line of sight to the Rabble Rouser gains +2 Will defense and +2 to attacks
Alignment Any Languages Common
Skills Diplomacy +11, Insight +9, Streetwise +11
