Even if someone has an addictive personality, he/she still makes the choice to smoke, do drugs, gamble, look at porn, whatever. That doesn't mean there's no hope; even addictions can be overcome. Correction: people can choose not to give in to their severe temptations. An addiction may never go away, but it still doesn't have to be bowed to. So no, addiction doesn't "rule out" choice in any sense. The initial choice is ours, and if the consequence of that choice is an addiction, then we have to live with that result.
