Of course the pope does not teach heresy, if the pope teaches it, its not heresy. right? 

The part about Humanae Vitae that bothers me is where the pope says this

"However, the conclusions arrived at by the commission could not be considered by Us as definitive and absolutely certain, dispensing Us from the duty of examining personally this serious question. This was all the more necessary because, within the commission itself, there was not complete agreement concerning the moral norms to be proposed, and especially because certain approaches and criteria for a solution to this question had emerged which were at variance with the moral doctrine on marriage constantly taught by the magisterium of the Church."  Humanae Vitae

I need help understanding this.  To me it seems like he put a commitee together to wrestle with the issue and come up with a conclusion together.  Taking different writings on the subject from many different priest, bishops ect. When he gets this report he doesn't like the conclusion so he decides to handle the matter himself.  To me the last sentence is saying that the other priest's conclusion was against the moral doctine on marrige the church had been teaching for years and The Pope decided that he would decide the way the church would go.  I have to be wrong with this so please tell me the real meaning of this paragraph.
