when your perfectly able to take care of yourself and i mean everything such as living expenses, job responsibility, and not being addicted to anything. and if you have the financial security to provide for a child(ern) that you plan to have so that they may grow up in a positive enviornment without having to starve, freeze, or beg. but it is also good to makesure u don't hand them everything on a plate cuz they need to be taught how to live and provide for themselves one day.
