i'm megan. i make layouts for youwish layouts and hold layout contests here.
how i judge layouts. i do not take into consideration my personal likes or dislikes in deciding winners. for example, i hate hilary duff but a layout could very easily win a contest. i decide on creativity && style quality and if its all pulled together. i dont judge just backrounds or just banners with a plain layout setup. it all has to fit together.
